Getting your temporary residency
There are multiple ways to get your temporary residency here in Mexico but currently they have been giving temporary residency to those that "fear Covid" and other reason for not wanting to go home
Note: Please keep in mind that it's always up to the officer at the INM (Immigration offices) to decided what you get and what info you need to provide
This is the story of one group member that got his temporary residency using the fear of getting Covid during travel:
The regularization program to obtain a TR4, four year temporary resident card after the expiration of a 180 day FMM is still going on. It varies by state, INM office, clerk, and applicant. “Rules” are not implemented as consistently in Mexico as one from north of the Rio Grand might expect.
The INM office in Puerto Vallarta, Jalisco, is issuing TR4 after the expiration of a FMM.
Go to their office before the FMM expires is best. Ask about the program. They will explain it to you and provide required forms. The total cost was MX$14,096 pesos. You will have to make three bank deposits in accounts which they specify. That is included in the information they will go over with you.
It is best if you speak Spanish, though they do speak some English.
Reasons for wanting to stay should include things like “… afraid to travel because of COVID.”
They ask me why I was still in Mexico when the FMM expired. I told them that I had gone into their office before it expired and they explained their regularization program to me, so I followed their directions. They requested that I re-write the form by hand and include the additional explanation.
At the PV office, you can just walk up, get a number, and sign in to talk to them. No online appointment was required. They will give you an appointment to come back with all of your information ready to turn in.
They told me to make all three deposits the day before and bring two copies of the receipts which the bank provides. That was a favorable indicator. After turning in the documents, they ask you to sign documents, take fingerprints and take pictures. Come back in two weeks for the card.
They did not ask for and supporting documentation for address verification or financials.
Their office opens at 8:30 am. They start seeing people at 9:00 am. I was out with the card before 12.
Getting your temporary residence using an expired FMM: (Section written on 6. Juli 2022)
Another way to get temporary residence is by having an expired FMM and having been in the country for than 180 days (You can not have left the country during the 180 days)
this might be changed in the future so please check if it still applies by talking to a lawyer etc.
You will need the following when going to the INM:
- a Power or Water bill (CFE or Seapal bill) that has your current address on it (The bill can not be more than 2 months old)
- Your passport with at least 6 left before it expires
- Your expired FMM (This does not need to be a 6 month FMM but the date of entry has to be more than 180 days old)

1 year: $4,739 MXN
2 years: $7,100 MXN
3 years: $8,993 MXN
4 years: $10,658 MXN
Study and reception: $1,514 MXN
Fine: $3,000 MXN approximately (depends on the time the FMM has been expired)
Laywer fee: $3,500 pesos (This is of course optional)
